Where are you getting a maximum width of 13 inches? If you are talking about printing, that is determined by the printer you are using. When you export an image, set the quality to 100. If you want a print that large and you are ordering it from a lab, just crop the image to the appropriate aspect ratio and then let the lab do the work of resizing the image.
