Am I correct in understanding that you can install Premiere Elements 13 on your other computer, but not on this particular notebook computer?

If your notebook computer is giving you the message asking for the Adobe Application Manager, have you downloaded and installed the Adobe
Application Manager from the link that I posted in post 1? If so, what was the result? If not, please do so.
At this point, we are directing our suggestion to the specific message that you are receiving. There may be other factors, but we must be
guided by the obvious and then think out of the box if going by the actual message does not help the situation.
This is not Adobe. Rather user to user. Lots to explore including the notebook computer's specifications et al. But at this point we need not go there
since we have a specific message facing us.
We are here if you want to exchange the problem information to try to get to a resolution. If you do not want to do that, have purchased the product
from Adobe within the last 30 days, and want return/refund, you can contact Adobe Chat Orders for the return/refund. If you purchased the program
from an authorized reseller, then you need to deal with the return/refund policy of the seller. But that does not seem like a practical solution,
since you appear to have the program working on your other computer and that avenue will be lost with the program return.
