I understand your situation on the uninstall/free ccleaner run through/reinstall with antivirus and firewall(s) disabled with or without
you having retained the original installation files. The odds are probably best that that might work, but...
If you say that the Photoshop Elements similar problem righted itself, maybe the following should be explored...quicker to do and rule in or out...
Delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 13.0 Folder in which the Adobe Premiere Elements Prefs file exists.

and in the 13.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 13.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
You might want to try the free ccleaner run through to get rid of leftovers from incomplete installs reinstalls (omitting the uninstall reinstall scheme suggested above)
