You will get better support here than from Adobe Tech Support. Ask them to supply a physical disk as many downloads are corrupted or try again with another ISP, you may be lucky..
Make sure the download suits your Mac or PC

Ps.. Don't give up on Adobe yet, we have been with them professionally for 10 years and if the product is working it is magic, their technical Support is the worse I have ever used. Sony would leave them for dead, you get an answer in minutes.This Community is normally very efficient, you could try Creative Cow, Adobe Elements Basic Forum ?
I have found the old version PE 6 works better than the latest , but, that will not help you.
