What will work is for the originator / creator of the PDF to embed fonts. This requires the use of Acrobat (cannot do with the free Adobe Reader PDF viewer).
When a PDF makes use of fonts not on your computer the PDF viewer (Adobe Reader) is forced to substitute with what it hopes is a close fit.
