First of all, Camera Raw running in Photoshop Elements is intentionally missing a lot of the Camera Raw features. But I'm wondering if possibly you are opening raw images that were opened with an earlier version of Camera Raw that used an older process version. I assume you can make that switch in Camera Raw running in Elements. If you can change it to process 2012 you will probably find the controls you are looking for.
