I have solved it myself after hours upon hours of research that is now completely foolish.
I feel completely stupid and here's why:
All I needed to do was go into Photoshop CC and go into Edit>preferences>performance>and select 'use graphics processor'
If you're like me and KNOW your computer is good enough to run this, make sure it's running your actual graphics card.
