ok, so when i bring in a mono/single channel audio file into a stereo track sequence it does the same thing. it lowers the volume by -3db. when i put the mono file into a mono track, in a new mono sequence, it keeps the same in volume the timeline, as the source window. so its something premiere is doing with the mono file in the stereo track. i believe it has to do with pan law, so it might be by design rather than a bug.
