Here's a direct link https://assets.adobe.com/appsettings. I'm not sure if it will work. I got there from following this InDesign Help | Sync Settings using Adobe Creative Cloud.
Instead of choosing Manage Sync settings I choose Manage Creative Cloud Account. You can get there by clicking the the Manage Account button from the Sync Settings preferences too.
I have never had to clear my CC preferences because I do not sync them to the cloud. Usually dumping the two folders from my computer solves most of my issues.
